QHSSE Marine Superintendent

Minimum required skills and qualifications:

  • Applicants should have solid experience in technical operations and relevant qualifications.
  • Preferably Chief Officer with Class 1 COC Deck.
  • 3 years’ experience on oil/chemical tankers in Management Capacity
  • 3 years shore experience as a Marine Superintendent.
  • Excellent communications and problem-solving skills
  • Self-starter, result driven person with the ability to work individually and as a part of a team.
  • Experience in managing vetting and approvals from oil majors.
  • Fluency in English. Arabic is a plus.


Essential Duties & Responsibilities:

  • Liaise with Technical Department all operational matters related to the ships.
  • Designated as the Alternate Designated Person Ashore (DPA) and CSO –Company Security Officer.
  • In charge of all matters relating to Oil Major Inspection. Respond to SIRE Reports
  • Maintain data base of SIRE activity and share with Owners/ Charterers monthly
  • Responsible for arranging External ISM/ISSC Audits of the Fleet and in GSM office (ISO)
  • Responsible for complying with MLC 2006 requirements in Fleet.
  • Approve Hot Work Permits / Risk assessments in consultation with Tech and Operation Dept
  • Management Review Meeting Minutes to compile and submit to President.
  • Investigate and compile reports of   accidents and incidents, as per guidance in Safety Manual. Verify the root causes and implement corrective & preventive actions, informing President. Same to be promulgated to the Fleet; Keep Oil Majors informed as necessary.
  • In charge of TMSA Declaration. Liaise with department Heads and collate data re: TMSA Submissions
  • Responsible for arranging unannounced Drug and Alcohol testing by approved Vendor. QHSE co-ordinator is delegated this job and he will maintain database
  • In charge of periodical review of SMS Manuals with assistance other Dept’s
  • Liaise with Flag State Authorities; arrange external Flag State Audits & Inspections. Compile corrective action Plan after the Audits.
  • Monitor and distribute latest amendments and developments in Marine industry re: safety to the Fleet and Office, incl Flag State Circulars to Fleet
  • In charge of responding to Oil Major Audits of GSM Office and implementing corrective actions.
  • Responsible for closing out Port State Control Inspection deficiencies. Maintain database of PSC
  • Deal with “Customer Complaints” in consultation with President and Dept Heads
  • Arrange to carry out Third Party Audits of Manning agencies annually. Findings to be attended to.
  • Responsible for maintaining high Navigation Standards in the Fleet.
  • Responsible for responding to SMS reviews as received from Ships. Discuss the suggestions mentioned therein with Dept Managers
  • Responsible for the training of Marine Staff in Office, in consultation with President n Dept head
  • Responsible for organising Officers and Ratings Safety Workshops
  • Responsible for compiling KPI in the Fleet and compile analysis Reports
  • Attend and sail on ships to carry out: Annual Safety Inspection, Annual Audits (ISM/ISSC/ISO 14001), assist in pre-vetting preparations, external Audits and conduct Safety Training workshop on board.
  • Review and respond to the Navigation Audit reports. To bring to the attention of Tech Supdt and Ship Operator areas of concern, which they shall assist in closing out satisfactorily. Maintain a database for Navigation Audits.
  • Review and respond to monthly Safety Meeting Minutes. Liaise with Purchase / Tech/ FP depts., for close out of Deficiencies as reported
  • Incharge of reviewing the SMS Test papers as submitted by Manning Agency for on signing Officers
  • Arrange Naval Escorts in Gulf of Aden. Liaise with authorities.
  • Liaise with Chinese Anti-Pollution Authorities and Ships-for SPRO
  • Monitor all CSR- (Continuous Synopsis Records), carry out review of   SSP’s, SSA, carry out regular SSAS Tests and maintain Records.
  • Follow-Up on ISM, ISSC and ISO 14001 Internal Audit Findings and closeouts. Maintain Records of Non conformities and Audit dates, etc
  • Liaise with OOPs and Class or other governing bodies for compiling and / or revising SOPEP, VRP, Panama SOPEP, SMPEP, Ballast Water Management Plans.
  • Responsible for on-board safety audio / visual training aids. Check on the progress made onboard vis-a-vis Safety CBT use.
  • Organizing Ship Shore simulated Drills every quarter and compile Report. Same to be distributed to the Fleet.
  • Review and respond to Self-Assessment Reports from the Fleet. Maintain Database. Liaise with Tech.  Purchase and Operations Depts to close out the Findings. Follow Up with ships.
  • Responsible for the upkeep of the Emergency Contingency Plans in the “Contingency Room”
  • Briefing of new joiners when they attend Office
  • Maintain Data Base of Near Miss/Non Conformity/ Accident/Incidents and respond to each report and circulate within the Fleet.
  • Liaise with I.T. dept and carryout routine testing on the Communication equipment in the Contingency Room
  • Any other responsibilities which the President/ Fleet Manager may assign.
  • As Management Representative (MR) and QMS Auditor/Lead Auditor (ISO 9001:2008), responsible for Establishing, Implementing and maintaining QMS, Conducting QMS Audits, Managing ISO External Audits and Company’s ISO certification. Control and Contribution to all Departmental Policies and Procedures.
